No IE only comes when you use the update manager there....So if he used system restore it's going back to BEFORE he upgraded I think

No what happens sometimes is by using system restore at times it breaks other installation but usually by using the exe it works fine

That's probably the case here.I had that problem when I first started messing with pc's....
